User Agreement
Effective date: June 1, 2026
1. General Provisions
This User Agreement (the "Agreement") governs the relationship between the Gcardus service ("Service", "we") and users of gcardus.com ("User").
This Agreement constitutes a public offer. By registering, the User fully accepts its terms.
By using the Service, you fully accept the terms of this Agreement. If you disagree, stop using the Service.
2. Description of the Service
Gcardus is an information and analytics service providing access to historical statistics on US immigration programs: DV Lottery, employment-based and family-based categories, and country profiles.
The Service guarantees that all data is obtained exclusively from official open US government sources:
— DHS Yearbook of Immigration Statistics — LPR statistics, naturalization data;
— USCIS H-1B Employer Data Hub — H-1B employer petition data;
— USCIS Processing Times — USCIS form processing times;
— US State Department Visa Bulletin — visa category cutoff dates;
— US State Department Visa Statistics — DV Lottery results and visa statistics.
The Service is not responsible for the accuracy of data published by the original sources. Inaccuracies, delays, or changes in data on the part of the sources are not the responsibility of the Service.
The Service does not provide legal advice and is not responsible for any immigration decisions made based on the data presented.
Data is updated as it becomes available from the source websites. The Service determines the update frequency and scope at its own discretion.
The Service is not liable for delays or inability to update data due to blocking of source websites by regulatory authorities, technical failures on the part of source providers, access restrictions imposed by source owners, or other circumstances beyond the Service's control.
3. Registration
Access to paid features requires registration with a valid email address.
Users are responsible for keeping their credentials confidential. Creating multiple accounts or sharing access with third parties is prohibited.
The Service may block or delete an account for violation of this Agreement.
4. Subscription and Payment
The Service offers free basic access and paid subscriptions. Current pricing is shown on the /upgrade page.
Payments are processed through our payment provider. We do not store bank card data.
Access is activated immediately upon successful payment confirmation.
Prices may be changed at any time. Active subscriptions are not recalculated.
5. Subscription Period
Subscriptions are valid for the duration of the selected plan (1 day, 7 days, 1 month, or 1 year) starting from the moment of payment confirmation.
Subscriptions do not renew automatically. A new subscription must be purchased after expiry.
After expiry, access to premium features ceases; account data is retained.
6. Refund Policy
The Service does not issue refunds. See our full Refund Policy for details.
7. User Obligations
Users agree not to use the Service for any unlawful purpose or in violation of third-party rights.
Prohibited: automated data scraping, attempting to circumvent access controls, or reselling premium access.
Users may use analytical data for personal and non-commercial purposes with a reference to the Service.
8. Intellectual Property
The software, design, logo, and unique analytical content of the Service belong to Dharsha Dulaj De Silva and are protected by copyright.
Source statistical data is obtained from US government public sources and is not the property of the Service.
Reproduction, distribution, or commercial use of Service materials without written consent is prohibited.
9. Limitation of Liability
The Service is provided "as is" without warranties of uninterrupted operation or data accuracy.
The Service is not liable for indirect losses or damages arising from use or inability to use the Service.
Maximum liability to the User is limited to the amount paid for the subscription in the current year.
10. Changes to Terms
We may update this Agreement at any time. Continued use of the Service constitutes acceptance of the new terms.
11. Dispute Resolution
All disputes arising out of or in connection with this Agreement shall be resolved exclusively through good-faith negotiations between the parties. The parties expressly agree that no dispute shall be submitted to any court or arbitration body.
